Rollins Congressional Club Rules for Use of the Pool

All Rollins Congressional Club (RCC) members, as well as their guests and anyone under the member or guest’s care or supervision (Pool Patrons) shall obey the Rules for Pool Use (Rules) while at the Rollins Congressional Club Pool Facility and surrounding areas (Pool Facility). The Rules have been implemented for the safety and enjoyment of all Pool Patrons, and include rules mandated by the Maryland Health Department.

1. All Pool Patrons use the Pool Facilities at their own risk. RCC assumes no responsibility for any accident or injury, in connection with such use or for any loss or damage to personal property.
2. Pool Patrons are allowed pool access subject to these Rules. RCC reserves the right to refuse admittance to, or eject from, the Pool Facility any persons failing to comply with any health and safety regulations or these Rules.
3. Pool Patrons at the Pool Facility without approved access will be asked to leave. If an RCC member assists anyone to gain access to the Pool Facility illegally, RCC may suspend or revoke that member’s pool privileges.
4. Only lifeguards and RCC Management may check if a Pool Patron has properly signed in. Anyone questioning whether a Pool Patron has properly signed in, should inform the lifeguards or RCC Management who will perform the re-verification. (a.) In order to access the Pool Facility, RCC members are required to register and upload a profile picture of themselves to their AmenityLinc App Account. (b.) Pool Patrons leaving the Pool Facility for any period of time may be asked to check back in with the lifeguards upon their return.
5. Pool passes are issued to all RCC members and members of their immediate household living at the same address. Guest admittance is tallied at the pool entrance and every person, regardless of age, counts as a Pool Patron. RCC members must be present at the pool facility with their guests at all times.
6. No person is permitted in the Pool Facility unless it is officially open and the lifeguards are on duty.
7. Pool hours will be posted. Please note: There are occasions when the pool must be closed and all Pool Patrons must leave the Pool Facility. For instance, as required by the Health Department of the State of Maryland, the Pool Facility may be closed at any time due to weather (rain, thunder, lightning, etc.), pool pump or associated equipment failure, operational defects, contaminated water, high water temperature (chemicals cannot react properly), and the City of Rockville.
8. Lifeguards are present to ensure the safety of all Pool Patrons. Any Pool Patron who the lifeguards determine is not water safe must be supervised by a responsible person who can pass a swim test.
9. Members 18 and older may come to the Pool Facility unaccompanied, provided they meet applicable residency and identification standards. For safety reasons: (a.) Provided they pass a water safety test, members between the ages of 10-15 may use the Pool Facility without supervision by a responsible person, who must be 18 or older. (b.) Members 9 and younger must be supervised by a responsible person who is 18 or older.
10. Anyone not toilet trained or incontinent must wear a swim diaper or diaper covered by tight fitting waterproof pants in the main pool and the kiddie pool.
11. For safety reasons, the Kiddie Pool is limited to Pool Patrons 6 years and younger who must be supervised by a responsible person who is 18 or older.
12. No running or boisterous or rough play is permitted in the Pool Facility, including, in dressing rooms, restrooms/shower rooms or the pool deck area.
13. At the discretion of the lifeguards, swimmers wishing to swim in the deep end of the pool may be required to take a water safety test. The test will be administered by the lifeguards. Swimmers who do not pass the test cannot swim in the deep end of the pool.
14. Consumption of alcoholic beverages is prohibited in the Pool Facility.
15. No person may enter or use the Pool Facility while under the influence of alcohol or drugs.
16. Glass bottles or other hazardous objects are not permitted within the Pool Facility/Restrooms.
17. All animals, with the exception of service animals, are prohibited within the Pool Facility.
18. Diving is not permitted.
19. No gum chewing on the pool deck or in the pool.
20. The use of tobacco products is prohibited in the Community Center, the Pool Facility, and surrounding grounds.
21. Radios and CD players may be played only with earphones or at a volume that does not disturb others.
22. Floats or inflatables other than noodles, pre-swimmer safety devices, accessibility devices, or small inflatable balls/toys are allowed in the pool at the discretion of the pool manager. Please note that when occupancy is high, the pool manager may disallow floats and other devices for a period of time.
23. Persons having or reasonably suspected to have any considerable area of exposed subepidermal tissue, cuts, or known or recognizable contagious or communicable diseases, cough, cold, open sore, blister, bandaged wound, fever, inflammation of the eyes, nasal or ear discharges shall not be allowed to enter the pool.
24. Spitting, urinating, blowing of the nose, spouting of water or depositing foreign matter in the pool is strictly prohibited.
25. Lap lanes are for lap swimming only.
26. At the discretion of the lifeguards, there may be a 10-minute break each hour for lap swimming, pool walking, or swimming lessons.
27. Proper respect and cooperation are due the lifeguards. Lifeguards have the authority to enforce the rules and may discipline Pool Patrons for misbehavior by setting a period of time that the Pool Patron must stay out of the pool. Lifeguards may also demand that a Pool Patron leave the Pool Facility if the rules are not being followed and may report the incident to RCC Management resulting in the potential pool/community center privileges being revoked. If a Pool Patron refuses to leave the Pool Facility, the lifeguards and RCC reserve the right to call the police to escort the Pool Patron from the Pool Facility.
28. Lifeguards, at their discretion, may stop games, activities, and participation by Pool Patrons for infractions, unsafe play, bullying, taunting, or other actions that can result in injury or distress to any Pool Patron.

DISCLAIMER OF LIABILITY

All Pool Patrons are advised that entering a Pool Facility is a potentially hazardous activity which could cause serious injury or death. Pool Patrons shall not enter the Pool Facility unless they are medically able and properly trained or are under the appropriate supervision of a person who is medically able and properly trained. Pool Patrons assume all risks associated with use of the Pool Facilities including, but not limited to, personal injury, drowning, and death.

The costs to repair all property damage or other expenses arising from the violation of these rules by a Pool Patron, including but not limited to damage to the building, recreational facilities, or other Community Areas or equipment will be assessed to RCC member responsible for such violation or responsible for the Pool Patron who committed such violation.
